Dr Nchimunya Muleya holds a PhD in Government and International Affairs from Durham University, England, United Kingdom (UK), a Master of Arts (MA) Degree in Political Science from Manchester University, England, United Kingdom (UK) and a Bachelor of Arts (BA) degree in Political Science and Public Administration from the University of Zambia. His Ph.D. focused on Transnational Organised Crime Networks involved in clandestine illicit global supply of illicit drugs and the impact of these illicit flows on governance and development in Africa with a particular focus on Zambia. He is currently a Lecturer in Political Science in the Department of Government and Management Studies at the University of Zambia and a Member of a Sub-Technical Committee on the Implementation of the Cannabis and Industrial Hemp Acts of 2021 since June 2025. Dr Muleya teaches Transnational Organised Crime to members of Zambia’s law enforcement agencies and is currently involved in a longitudinal study on Drug Policy Reform in Zambia and Economic Crime in Africa research project. He possesses immense expertise in Transnational Organised Crime, having conducted over eight (8) years of fieldwork on the subject. Dr Muleya is the Principal Researcher in Zambia for the ‘Global Initiative Against Transnational Organised Crime (GIATOC)’ since 2019. Dr Muleya’s research interests are in drug and human trafficking, transnational organised crime, governance, foreign policy analysis and evaluation, terrorism, state security and intelligence.
